Adobe Deamweaver - is definitely the Top Dog and is the choice of the professional, but you will pay for the bells and whistles.
The learning curve is very steep with this program so I would not recommend it for beginners, hell I'm still struggling with it after 12 months, but I'm prepared to struggle on with it purely because the functionality in Dreamweaver is absolutely amazing.
If you need a HTML editor that can create a complex Web site, with e-commerce features such as shopping carts, dropdown menus and integrated multimedia, Dreamweaver is the best (even if its expensive) choice of Web-authoring tools for Windows and Mac users.
Dreamweaver CS4 is the darling of the professional Web-design community for its powerhouse features, including strong support for Cascading Style Sheets (CSS) and all major scripting languages. CNet.com's Susan Glinert Stevens advises, "Stuffed with cutting-edge Web design and development tools, Dreamweaver is definitely not for the casual site developer." Microsoft FrontPage may be a little easier to learn and is much cheaper.
