Microsoft FrontPage has had its ups and downs over recent years but FP2003 is now looking quite good although the coding is still quite bulky. 

It's still tied to using Front Page Server Extensions to get the best from it over HTTP. FTP is still awkward as you need to make sure you upload all the associated _vti files. Having said all this it is still my preferred editor because it's quite easy to use the WYSIWYG interface and is of course fully compatible with all the other MS Office software.

Microsoft FrontpageReviewers say FrontPage is a good choice in Web site software for those seeking a less intimidating option that will still yield professional results. FrontPage blends seamlessly into Microsoft Office applications and runs better than Dreamweaver on older computers. Reviewers say Dreamweaver is easily the best Web-design software, but for those looking to save money, FrontPage can be the better low-cost alternative for Windows users. FrontPage creates cleaner HTML code than it used to, but professionals still cringe at some FrontPage code renderings. (Cleaner code enables better porting to non-Microsoft HTML editors and better display on non-Microsoft browsers and less standard browsing screens.)

Good for beginners

Microsoft FrontPage is a good web editor for the beginner as its reasonably intuitive as its a microsoft product.
